## I. Separate evidentiary judgment

This certificate decides Schedule B only. Schedule A certification is a sequencing prerequisite, not evidence for any Lower finding. No Main receipt, Automation Dividend Treasury receipt, Savings Circulation Mandate recycle, other-layer receipt, private-velocity estimate, favorable behavioral response, cyclical backfill, or predecessor-petition magnitude enters B1–B6.

## V. Nonseverability and certification

B1–B6 pass for −1, −2, and −3. Because LP-074 makes the Lower reductions nonseverable, the certificate activates none unless all three layers pass. All three did. Schedule B is therefore certified as one instrument: 35/17/8 becomes 25/12.5/6.25 upon valid effective notice. This certificate neither sets nor activates Schedule A.
